To provide health care coverage to non-plantilla employees, — job hires and contract of service workers — the Iloilo City Government signed a Memorandum of Agreement (MOA) with the Philippine Health Insurance Corporation (PhilHealth) on June 16, 2025.
The MOA signing was led by Mayor Jerry Treñas and PhilHealth 6 Acting Regional Vice President Lazaro Tabsing. It was witnessed by PhilHealth Region 6 Field Operations Division Chief Junie Sabusap and City Government Administrator Melchor Tan.
Under the signed agreement, the group enrollment of the job hires and contracts of service, including deduction and full remittance of their PhilHealth contributions will be facilitated by the city government.
Treñas expressed gratitude for the said partnership with PhilHealth as this will cover and benefit about 4,000 employees of the city government.
“I am glad that this MOA with PhilHealth was finally signed because Mayor-elect Raisa Treñas-Chu wanted our job order and contract-of-service employees will be covered effective on
July 1. This is a big help for them as this initiative can provide them with protection as well as benefits,” said Treñas.
Treñas added that PhilHealth coverage will not only benefit the job orders and contract of service workers but also their dependents.
Through the said initiative, the city mayor affirmed his support for the National Health Insurance Program under the Universal Health Care Law.
Tabsing also expressed gratitude to Treñas for enrolling contract of service workers and job hires in PhilHealth, which allows them to access various health services and benefit packages for their welfare.
He also called for the public’s continued support for PhilHealth and assured that the government healthcare agency will remain responsive towards the services needed not only Ilonggos but also by Filipinos across the country.
